Trying to create a Council of Physicians to judge on the actions of Physicians and to enforce the Caste Codes, Six Council Members, only two of which can be trained at Healer's Halls, are needed. Each Council Member will be equal in matters to deal with Physicians, and there must be at least 3 present to make a decision regarding Caste Codes.
